Government Cut - Late yesterday afternoon from Miami Beach looking towards Downtown about 5 miles away. Ship traffic was light . Usually it is crowded with with containers,cruisers, tankers and ferries - all watched over by Homeland Security’s M-16 equipped Zodiacs.
